  An End to Public Water User Fees....

A new proposition
"I hereby propose the motion:  that any Public Works system of Water, Trash, or Sewage be assessed as producing a financial asset after construction costs have been paid.
  Let the User fees for these services be stopped.
Be it understood that the Mineral Rights and or Ecological value of these services outweigh the costs of production of these services.
  This Deed can not by necessity include landfill garbage disposal.
Let the calculations be maintained as the are; with a States Treasurer receiving a report from all its' localities, the Treasurer of the United States receiving a report from each state and territory. 
 Let these assets be printed quarterly, through the authority of the Constitution, and distributed to thier local destination by-passing any State Authority, insuring Accountability of the Government of the United States.
In suit of the Legal, Ethical, and Fiscal integrity of these United States.

With both the Authority of the Constitution to coin money (Article I; Section 8, Clause 5) and the economic principle of money coining: where a balance of exchange in product or service must be made with the coining authority, in balance of the coined monies, are behind my endeavor, I ask for your vote.
